Με το υπ΄αρ.182 Π.Δ. (ΦΕΚ 144/12-6-2003) ιδρύθηκε το Εργαστήριο Νέων Τεχνολογιών και Εκπαίδευσης από απόσταση στο Παιδαγωγικό Τμήμα Νηπιαγωγών του Πανεπιστημίου Ιωαννίνων, το οποίο εξυπηρετεί εκπαιδευτικές και ερευνητικές ανάγκες στα αντικείμενα κυρίως της πληροφορικής, των εκπαιδευτικών προγραμμάτων με χρήση Η/Υ και της μεθοδολογίας επιστημονικής έρευνας.

Στην αίθουσα αυτή υπάρχουν Η/Υ και λογισμικό για εφαρμογές Multimedia καθώς καιπρογράμματα σε Multimedia για παιδιά προσχολικής ηλικίας (2-7 ετών).

Παράλληλα:

α) Μέχρι το 2005 λειτουργούσε σύστημα με 2 Indy της Silicon Graphics και PC's για μάθηση από απόσταση (Distance Learning). Κατόπιν αυτό το σύστημα κατέστη ανενεργό λόγω της παλαιότητας του λογισμικού.

β) Το 2006 αγοράστηκε στο πλαίσιο του Προγράμματος αναβάθμισης Προπτυχιακών Σπουδών, νέο σύστημα τηλεεκπαίδευσης και τηλεδιάσκεψης με το οποίο γίνεται και εκπαίδευση φοιτητών στις Νέες Τεχνολογίες με σύστημα τηλεδιάσκεψης (TENDBERG).

Παράλληλα λειτουργεί σύστημα προβολής του Η/Υ σε TV με ταυτόχρονη δυνατότητα εγγραφής της σε Video.

Επίσης, γίνεται επικοινωνία με το ΤΕΙ Ηπείρου μέσα από το πρόγραμμα Net meeting.

Τέλος, για την εκπαίδευση των φοιτητών χρησιμοποιούνται μέσα εκπαιδευτικής τεχνολογίας, όπως τα: Data display, projector, video projector, slides projector κλπ.

α) Σεμινάρια Συνεχιζόμενης Εκπαίδευσης στην Έρευνα και την Ανάλυση Δεδομένων με χρήση Νέων Τεχνολογιών, για μεταπτυχιακούς φοιτητές, Ιωάννινα, 2009, 2011, 2014.

Συμμετοχή σε Ερευνητικά Προγράμματα και Πανεπιστημιακά Δίκτυα:

1. EULLEARN (2004-2007). The objectives of this project were:
   "to identify coherent strategies and practical measures to foster university lifelong learning and to contribute to:
   - Comparisons between the needs of Western, Central & Eastern Europe (as they differ);
   - Transitioning from "knowing to doing" (putting acquired knowledge into practice); and
   - Inclusion of national LLL networks in the TN network.''
2. EQUIPE (2004-2006). "European Quality in Individualised Pathways in Education". Specially, This project will focus on European Quality in University Adult Learning,; this new network focussed on the quality issues and the individualised learning pathways from the perspective of the learners. It also provided good practice in lifelong learning.
3. EQUIPE PLUS (2006 - 2008). "The main objectives of this project were: to inform and complement the work of Bologna process by focussing on quality in ULLL and promoting debate on the theme; to address the quality of universities' involvement in Grundtvig and assist in networking between Grundtvig projects and the theme of quality; to provide an overview of quality arrangements in ULLL in 25 countries, identifying the need for further development and making recommendations; to develop indicators of quality ULLL supported by case studies derived from best practice and taking account of definitions and practices in different countries; to promote the results of the first Equipe network and of other projects on quality in LLL; to promote training opportunities for staff in ULLL on the theme of quality".
4. REFINE (2005). Recognizing Formal Informal and Non Formal Learning. The aims of Refine were: "...to test the tools for a European methodological framework for the recognition of non-formal and informal learning; to foster trans-national and trans-sectoral collaboration; to build mutual trust in the practices and procedures."
5. INTERREG IIIA. Πρόγραμμα Γειτνίασης Ελλάδα-Αλβανία (2008).
6. SIRUS (2009-2011). Shaping Inclusive and Responsive University Strategies. This project aims "to support Europe's universities in implementing the commitments made in the European Universities' Charter on Lifelong Learning and thus to assist them in developing their specific role as lifelong learning institutions forming a central pillar of the Europe of Knowledge. This project has offered approximately twenty universities with different profiles and interests in LLL, and which are at different stages of LLL implementation, an opportunity to develop and enhance their strategic LLL approaches, in interactive discussion with colleagues from all over Europe '
